Status of reports on violations of the Improper Solicitation and Graft Act

For the six months since the enactment of the Act in September 2016, a total of 2,311 reports on violation of the Act were submitted. Among them, 135 reports were on improper solicitation, 412 on graft, and 1,764 on outside lectures.

As for reports of improper solicitation, the number of third-party reports is higher than that of self-report by public officials with 97 cases (71.9%) and 38 cases (28.1%) respectively. Out of the total reports on graft (412), self-reports took up 62%, or 255, higher than third-party reports of 157 (38%). Among the outside lecture violation reports (1,764), 14 reports (0.8%) were on receiving honoraria exceeding the set limit, and 1,750 reports(99.2%) were on delay of or not reporting outside lectures.

On 19 reports, requests for investigation were made to investigative agencies, and 38 reports were reported to a court as cases subject to imposition of administrative fines. Among the reports handled, the number of reports on graft (52) were higher than that on improper solicitation (5). Among the reports requested for investigation or imposition of administrative fines (excluding cases under investigation), reports on prohibited money, goods, etc. (14.3%) took larger part than those on improper solicitation (3.8%).

As for the reports on grafts (52), the total amount involving the reports was 130,474,000 won. Among them, 17 reports were on receiving grafts of small amount worth less than 100,000 won.
