Residents and Related Organizations Achieved Agreement on “Strong Logistics Competitiveness and No Damage to the Lives of the Residents”
– ACRC holds an on-site mediation on Aug 27 at the Busan-Jinhae Free Economic Zone Authority regarding collective complaints regarding the updated development plan for the Bobae District

The Anti-Corruption and Civil Rights Commission (ACRC, Chairperson Ryu Chul Whan) held an on-site mediation in the conference room of the Busan-Jinhae Free Economic Zone(BJFEZ) Authority on Aug 27 to address complaints from local residents regarding their concerns on traffic congestion which might be caused due to changes on the development plan for the Bobae District in Dudong, which locates under Jinhae-gu, Changwon-si, Gyeongsangnam-do Province.
The mediation is to resolve the complaints filed by the Dudong Development Committee – a group of local residents – against the change on the development plan. The local committee expressed concerns on heavy traffic, noise, and environmental damage which might be caused by the logistics of large vehicles as the new plan will allow the logistics industry to move into Bobae district.
The ACRC believes that the new development plan which allows the logistics industry to locate in the Bobae district, one of the supporting areas established under the government's plan to build Gadeok New Airport and Busan New Port, could contribute to enhancing national logistics competitiveness and developing local industries.
The Commission, in this vein, has worked on the mediation that engages all relevant parties including local residents, project operator, BJFEZ Authority, Ministry of Trade, Industry and Energy, and the city of Changwon.
According to the mediation plan, local residents agreed on a new development plan and add the logistics industry to the district, with the following requests to minimize the potential damages of the residents.
First request of the residents is to establish interchange at the ramp to the National Route 2. The installation method for the interchange will be decided after discussing with the relevant road management authority and evaluating its impact on the traffic. Second request is to establish convenience facilities for the residents and to improve environment of the Bobae district. This will be carried out by the project operator, in consultation with the residents. Third request is controlling the flow of large vehicles between Dudong and Bobae district. The facility to block the large vehicle will be installed at the Dudong Jungang-ro road.
Regarding the additional request to relocate a site for high school in Dudong district to Bobae district, however, will not be accepted based on the discussion between local residents and Gyeongsangnam-do Province Office of Education. Last but not least, the request to create a site for an apartment complex within Bobae district will no longer be on the discussion table as the district is categorized as industrial district, hence cannot build an apartment for living.
During the mediation meeting, local residents, related agencies, and project operators were committed to faithfully implementing the agreement without further disputes.
Chairperson Ryu of the ACRC said, "The mediation regarding the updated development plan of Bobae district bears significant meaning as it was between national tasks of establishing the country’s logistics infrastructure - Gadeok New Airport and Busan New Port – and request from local residents on stabilizing the lives of local residents. The commission will continue to do our best to safeguard the rights and interests of the people and mediate social conflicts by handling grievance complaints."
