“Clean Portal, Now in Kosovo!”
- ACRC Launches Intensive Training on Clean Portal in Kosovo with UNDP
- Empowering Citizens: A Digital Platform for Reporting Corruption and Public Interest Violations

Kosovo, a nation in Southern Europe, is set to introduce the digital-based “K-Anti-Corruption and Public Interest Reporting System,” marking a significant stride toward enhancing transparency and accountability.
This initiative is spearheaded by the Anti-Corruption and Civil Rights Commission (ACRC) of Korea in partnership with the United Nations Development Programme (UNDP).*
On July 2, at the Government Complex in Seoul, the ACRC, led by Chairperson Ryu Chul Whan, will conduct an intensive training session focused on Korea’s Clean Portal***. This event will feature the participation of Yll Buleshkaj, Director of the Agency for the Prevention of Corruption (APC)** in Kosovo.
*(UNDP) United Nations Development Programme: An international organization dedicated to enhancing economic and social productivity in low-income countries through the development of natural and human resources.
**(APC) Agency for the Prevention of Corruption: Responsible for investigating corruption cases, preventing conflicts of interest, and managing asset declarations of high-ranking officials.
***Clean Portal: A digital-based system that allows users to report corruption and public interest violations, and apply for protection and compensation.
Since 2016, the ACRC has partnered with the UNDP to disseminate Korea’s anti-corruption policies, systems, and technologies across 11 countries*, including Kosovo, Mongolia, and Uzbekistan. These efforts include the Clean Portal, comprehensive integrity assessments of public institutions, and corruption impact assessments.

The Clean Portal project is currently being implemented in Kosovo, Mongolia, and Uzbekistan, while the comprehensive integrity assessment project is active in Sri Lanka.
This training session aims to closely examine the current status of Kosovo’s digital corruption reporting system and provide tailored solutions, facilitated by the collaboration between ACRC and UNDP.
Kosovo has already benefited from this collaboration. In the past two years (2017-2018), the country has established a dedicated corruption impact assessment department within the APC, thanks to knowledge-sharing initiatives between ACRC and UNDP.
Now, Kosovo is poised to adopt its digital corruption reporting system based on this Clean Portal project, to eradicate corruption and enhance government trust.
Ahn Jun Ho, Assistant Chairperson of the Planning and Coordination Office at ACRC, stated, “Through this collaborative effort, we are committed to sharing Korea’s cutting-edge digital anti-corruption technologies, contributing to the effective eradication of corruption in Kosovo.”
