ACRC to Strengthen Anti-Corruption Cooperation with Indonesia and Vietnam

ACRC extended the Korea-Indonesia Anti-Corruption Cooperative Memorandum of Understanding and gave support to Vietnam for the implementation of Anti-Corruption Initiative Assessment

Anti-Corruption and Civil Rights Commission (ACRC) will strengthen support to Indonesia and Vietnam for the successful implementation of Korea’s best anti-corruption policies such as Integrity Assessment and Anti-Corruption Initiative Assessment.

The ACRC, on the fourth of July, at the Corruption Eradication Commission (KPK) in Jakarta, Indonesia, extended the Memorandum of Understanding on anti-corruption cooperation signed in 2006.

On the sixth, the ACRC delegation visited Hanoi to meet with Government Inspectorate and Deputy Minister of Central Commission for Internal Affairs and gave them anti-corruption policy advice and discussed how to combat corruption.

On the fourth of July, at the KPK office in Jakarta, Indonesia, Lee Geonlee, Vice chairperson and Secretary General of the ACRC of Korea and Agus Raharjo, Chairman of the KPK of Indonesia extended the Memorandum of Understanding on Anti-Corruption Cooperation for the period of three years, which was signed in 2006

This year marks the 12th anniversary of the Korea-Indonesia MOU which was signed by the then President of Korea, Roh Moo-hyun and President of Indonesia, Susilo Bambang Yudhoyono at the Presidential Palace in Jakarta in December 4, 2006.

Under the extended MOU, for the next three years, the two nations will expand cooperation in anti-corruption areas by sharing experiences, policies and best practices on corruption prevention and handling, exchanging technical assistances, launching joint-research projects and training courses, and holding bilateral a symposium.

The ACRC will hold a customized anti-corruption training program and seminar for Indonesian public officials and provide tailor-made counselling to help ensure successful implementation of Integrity Assessment (IA)*, Korea’s anti-corruption policy adopted in Indonesia.

* Integrity Assessment (IA) is Korea’s anti-corruption measure to identify integrity level of public organizations through a survey of public-service users, public officials, business people and experts. The IA won the best prize of 2012 Public Administrative Service Awards in the category of corruption prevention and eradication, positioning itself as Korea’s most representative anti-corruption policy. The corruption prevention policy was adopted in Indonesia, Butane, Mongolia, and Thailand.

On the same day, celebrating the extension of the MOU, Korea-Indonesia Anti-Corruption Seminar was held. The seminar was attended by 50 anti-corruption practitioners from anti-corruption agencies of both Korea and Indonesia who shared polices and information on integrity education, legal person’s liability for corrupt acts, and recovery of corruption proceeds.

The ACRC delegation headed by Vice Chairperson Lee Geonlee visited Hanoi, Vietnam on 6th of July to meet with Inspector General, Le Minh Khai and Deputy Minister of Central Commission for Internal Affairs, Vo Van Dung.

The ACRC delegation was informed about how Indonesia has prepared to implement the Anti-Corruption Initiative Assessment (AIA)** on a second round pilot basis and at the request from Vietnam, shared information on corruption proceeds recovery system of Korea.

** Anti-Corruption Initiative Assessment(AIA) assesses appropriateness and effectiveness of anti-corruption initiatives by public organizations. The Vietnamese government, under the support of the ACRC and UNDP, piloted the AIA for 63 public agencies in 63 provinces across the nation and the second round of the pilot project will be carried out this year.

Vice Chairperson Lee of the ACRC said, “I expect that ACRC’s continuous support to strengthen anti-corruption capacities of ASEAN states could contribute to lowering corruption levels in those countries, which would lead to better environment for Korean companies for trade and investment.”

He added that the ACRC would continue to share Korea’s successful anti-corruption policies to developing countries including ASEAN, serving as a important role in the international community which commensurate the nation’s economic power.
