ACRC announces measures to punish the breach of obligation to report corruption

The Anti-Corruption and Civil Rights Commission (ACRC) announced on July 8 measures to strengthen punishment against public officials who violated the obligation to report corruption.


 


According to the ACRC’s measures, sanctions will be imposed on the public officials who turned a blind eye to their colleagues committing corrupt practices, as well as those who committed corruption. The ACRC also seeks to make it mandatory for an inspection division of all public organizations to check if colleagues and senior officials of those who had committed corruption had prior knowledge of the act of corruption.


 


The ACRC plans to request public organizations at all levels to incorporate these measures into their disciplinary guidelines at its Inspectors’ Meeting on July 10, and to monitor the implementation of the disciplinary measures on a regular basis.


 


According to Article 56 of the Act on Anti-Corruption and the Establishment and Operation of the Anti-Corruption and Civil Rights Commission, a public organization employee, who learns that an act of corruption has been committed, is obliged to report it immediately to any investigative agency, the Board of Audit and Inspection or the Commission. And Article 78 of the State Public Officials Act and Article 69 of the Local Public Officials Act provide for disciplinary measures against the violation of obligations in relation to one’s duties as a public official.
