ACRC focuses on upgrading public sector integrity next year

Clean government will be the top policy goal of the Ant-Corruption and Civil Rights Commission (ACRC) next year. According to its annual plan for 2010 announced on December 23, the ACRC will introduce an integrity assessment of high-ranking public officials on top of the existing annual evaluation of public organizations.


It also plans to measure integrity levels of the individual officials who make direct contact with citizens in performing their duties related to permission, approval, or supervision. 


The ACRC expects that the assessment of the integrity levels of individual officials in addition to organizations will serve as a more effective deterrent to corruption.


The number of organizations subject to the integrity assessment will grow as well. Currently, the ACRC measures integrity levels of some 470 public sector organizations, including all central government offices, local governments, and municipal and provincial education offices; 104 lower-level education offices; and 69 public corporations. The Commission intends to increase the number of target organizations to more than 650 in 2010 and to all institutions funded by the government budget in 2011.


Additionally, the ACRC is seeking to introduce incentives for high performers. The Commission will discuss with the Ministry of Public Administration and Security and the Ministry of Strategy and Finance to incorporate the result of the integrity assessment into the comprehensive evaluation of local government agencies and the evaluation of the management of public organizations.
